Philippines' president has declared a 'state of lawlessness' after a bomb attack killed 14 people.

A militant group claimed it carried out the attack in the city of Davao, which also injured around 70 others.

The Guardian reports that president Rodrigo Duterte was in Davao - his hometown - at the time, but not near the night market where the blast occurred.

Troops are to be deployed in urban centres to support police.

Mr Duterte, quoted by GMA News, said: "These are extraordinary times. We are trying to cope up with a crisis now. There seems to be an environment of lawlessness."

He stressed that martial law had not been declared, but added that he had invited the military and the police "to run the country in accordance with my specifications".

It is not yet clear who was responsible for the blast, but local police have indicated it could be an act of retaliation in response to the government's crackdown on drugs.
