The Irish National Teachers Organisation (INTO) is to ballot its members on industrial action.
The union representing primary school teachers says the continued ban on promotion in schools and increasing workload has become "intolerable".
General Secretary of the INTO Sheila Nunan says there is no decision yet on possible industrial action before the summer:
"What we intend to do initially is to survey the schools that have been most acutely hit. In the first instance, we will ballot our members with a view to a non-cooperation with Department policies. The second thing is we will ballot particular schools that have been hit.
"We have no decision, at this point, to close schools before the summer holidays".
