There is a "blame game" going on when it comes to the rising cost of car insurance.

A report by the Joint Oireachtas Committee on Finance is being released today.

It reveals that premiums have risen by 37% on average - with insurance companies, solicitors and barristers all playing a part.

New laws to force companies to reveal details of their claims are among the 76 recommendations made in the report.

These include greater transparency, the appointment of an agency to collect statistics, regularly updating the book of quantum and conducting comparisons with the UK.

Fianna Fáil TD John McGuinness is chairman of the Oireachtas committee.

He says the balance needs to be tipped back in favour of the consumer.

And he says the Government needs to commit to getting a grip on the situation.
