Banking Culture: Has anything changed?

After the case against Sean FitzPatrick collapsed and he walks free, innocent of all charges, we ask: if almost everything that led to Ireland’s banking crisis was legal, could it happen again?  When the rewards of banking are so high, are regulators always doomed to be outsmarted and outgunned? Or have regulations changed and more importantly - has the culture in the system changed?
