Enda Kenny says he will introduce an action plan for housing within four weeks if he can form a government.

The Dáil has been debating the housing and homelessness crisis, with calls for it to be urgently addressed.

Enda Kenny says the proposed housing plan would work in a similar style to the Action Plan for Jobs, adding that the scale of the property collapse "is so great that more government intervention is required to kickstart house-building":

Environment Minister Alan Kelly has said that plans for rent controls were hampered by constitutional limits.

He admitted he will not be in the job for long - and says it is now up to others to come up with novel ideas.

He called on others "to come in here, take this seat and go and deliver on those promises" instead of just talking about it:

Independent TD Danny Healy-Rae says we need affordable housing for everyone.

The Dáil debate came as 40 families said they have nowhere else to go, after being told their tenancies in Tyrrelstown will not be renewed.
