The education minister has urged primary teachers not to pursue industrial action over a ban on promotions.

The INTO is balloting members over rules introduced in 2008, which eliminated middle-management roles for new entrants.

Teachers will vote on the plans next month - in the middle of the general election campaign.

But Jan O'Sullivan is hoping schools won't be disrupted:
