Fine Gael and Fianna Fáil are dealing with the thorny issue of water charges as they report good progress in establishing a minority Government.

Fine Gael sources believe a deal isn't possible before the Dáil resumes tomorrow morning, but are confident Enda Kenny could be elected Taoiseach on Thursday.
