Water charge protest organisers say they expect thousands of people to turn out at 40 demonstrations being held this Saturday.
They have admitted that protests against the charge have stalled, but are looking to make it a key election issue.
The Right 2 Water group say they intend to lead one of the protests on Saturday straight to the Fine Gael Árd Fheis.
Independent TD Joan Collins says many people are still not paying the charge:
"We still believe there is a huge non-payment level. I know from knocking on the doors people are saying they are not paying it. What we would encourage people to do is, if you haven't paid the first or second, or even the third bill, don't pay the fourth bill. Give yourself the opportunity to get over the election and see what happens."
