"He has probably recognised that it is an issue for the next government, so he has circulated to the leaders of the opposition because they are probably going to be involved in some guise that they should be beefed up.

There is a not-so-charitable way of looking at it, which is that he is effectively trying to co-opt the government into his response into what was a government-caused problem and therefore kind of 'defang' the government's response to it, which may occur during the General Election campaign."
