An interest group has claimed that any cap on the rental market could potentially hurt consumers.

it comes just days after Environment Minister Alan Kelly revealed he is working on plans to protect tenants from sudden rent hikes while the construction sector recovers.

Labour passed a motion at its national conference on Saturday that called for laws to freeze rents for two years.

They could see rental amounts fixed for a number of years, until housing supply catches up with demand.

Mr Kelly says he will consider dealing with this in the near future, and that he also wants to look at other guarantees - such as the length people can rent for.

Speaking on Saturday, the Mr Kelly was adamant that what he is planning to introduce is not rent control:

Fintan McNamara is the director of the Residential Landlords Association.

He told Newstalk Lunchtime any cap will interfere with the market, and potentially hurt renters.

Meanwhile there are calls for the rental sector to be professionalised. That is according to the chairman of the Housing Agency, Conor Skehan.

Mr Skehan, who says he is a renter himself, told the Pat Kenny Show here on Newstalk that he believes it is important that improvements benefit all parties.
