The Education Minister Jan O'Sullivan has played down the anti-water charge campaign.
She was speaking ahead of today's announcement of Labour's tax policies for the next general election.
It is expected the party will propose to abolish the Universal Social Charge (USC) for those earning under €80,000.
The party will hold its national conference in Mullingar on Saturday, which will be the last of the gatherings of the big parties before the election.
Once Tánaiste Joan Burton has addressed the nation tomorrow night, it will clear the way for Taoiseach Enda Kenny to dissolve the Dáil next week.
But speaking this morning, Minister O'Sullivan said she thinks the Labour Party has adequately dealt with the issue of water charges.
"I think people recognise that we did address...people's fear of the high cost", she told Newstalk Breakfast.
"There were only about 300 people at the water protest in Limerick last weekend - there were much bigger numbers at earlier stages".
"So I think people are more concerned now about other issues: like being able to get a job and also (to) have decent services" she added.
