National summits on the provision of care in disability services will be held in March, June and September next year.

A similar summit was held on Tuesday following the revelations of mistreatment of a number of patients at the Aras Attracta care home in Co Mayo.

Dr Kevin McCoy will hold an inquiry into the Swinford care home once a garda investigation is complete.

The national director of social care, Pat Healy, said the lessons learned from the McCoy review will inform the discussion on providing care throughout next year.

Meanwhile the head of Inclusion Ireland says it is worrying that complaints made at a care centre for people with disabilities in Tipperary were made at two units of the facility.

Yesterday, it was revealed that a complaint was made relating to concerns about care practices at two residential units run by the Daughters of Charity in Roscrea.

Ten members of staff have been put off duty - the gardaí and HIQA have been notified of the complaint, and the HSE says a detailed investigation is underway.

The centre in Roscrea had been inspected by Hiqa earlier this year.

CEO Paddy Connolly says the fact that complaints were made at two units is very worrying.

This morning, Newstalk.com's political editor Shane Coleman spoke to Newstalk Breakfast about the report into the care home and stated that this raises questions about the merits of these inspector visits, especially if they are given notice.

HSE Mid West area manager Bernard Gloster joined Jonathan Healy on Lunchtime to discuss the issue and he spoke about how they got this information: "There isn't any suggestions of CCTV or covert surveillance by any means. What this is, is a complaint that a professional person has made based on their observations. The complaint embodies a number of different complaints and allegations and is based on their own working experience."

"The majority of the complaint would be within the territory where the standards of care were practiced.

"This certainly would not be in the territory of what people what have witnessed on the Prime Time investigation if that's what you're asking. But for operational reasons, obviously at this stage this matter is in the very early stage of investigation."

"It is predominately in the territory of poor practice and bad standards."
