There are concerns that a judge-led inquiry into allegations of bullying and intimidation within the garda force will not go far enough.
Two senior officers claim they were directly involved in the smearing of whistleblower Maurice McCabe.
The Justice Minister Francis Fitzgerald has given former High Court judge Justice Iarlaith O'Neill six weeks to carry out a review into the controversy.
Commissioner Noirin O'Sullivan says the force will co-operate fully it.
"An Garda Síochána re-iterates its support for employees who make protected disclosures and that anyone who brings forward any concerns or issues will be taken seriously and the matters examined," she said.
Fianna Fail TD and former chairman of the Public Accounts Committee (PAC), John McGuinness, told The Sunday Show here on Newstalk he has reservations about the scope of the review.
"In order to deal with this comprehensively you need somebody from outside of the State.
"You need someone that will not be afraid of any vested interest, and will stand up and declare this the way it is.
"Tell it the way it is - come out and lets disclose everything, warts and all, so that we can find a solution to these problems".
