Families who have raised concerns about standards of care at Portiuncula Hospital in Galway are expected to be given a draft report on the issue this week.
The review, which looks at two baby deaths among other cases, was set up last March and was due to be completed within five months.
Warren Reilly is the father of babies Asha and Amber who died at the hospital in 2008 and 2010.
Speaking on Newstalk Breakfast, Warren said the way they have been treated has compounded his family's grief.
"The biggest issue we've had in the entire experience is absolute lack of respect and communication with families," he explained.
"It's not always easy to get right things right on the day. But to further prolong families' pain by failure to communicate the simplest of things such as dates, and the failure to plan properly for the reporting of such incidents... Not only have we lost our loved ones, but we have to put up with an inept service that can't even plan the reporting of incidents," he added.
